[Business User] No formatting checks for adding Blacklists

There don't seem to be any formatting checks for adding blacklists.
I was just able to add an IP address as an email address.
Only inputs that match the valid email format should be able to be submitted under email.

Also, the toast popup never dismisses automatically when adding blacklist, unlike the toast popup on some other pages.

This is a little annoying as it's right on top of the Add Blacklist button, so you must click the toast popup every time to dismiss it.
